Anti-dumping on stainless tubes and fittings: what is in force
Two separate EU anti-dumping measures target stainless steel: butt-welding fittings originating in China and Taiwan (extended to Malaysia), and seamless tubes originating in China. Rates range from 5.1% to 71.9% depending on product, country and producer.
What anti-dumping duty applies to stainless butt-welding fittings?
Implementing Regulation (EU) 2023/809 of 13 April 2023 imposes a definitive anti-dumping duty on stainless steel tube and pipe butt-welding fittings, finished or not, originating in China (30.7% to 64.9% depending on the producer) and Taiwan (5.1% to 12.1%), following an expiry review under Article 11(2) of the basic Regulation (EU) 2016/1036.

Why is Malaysia involved when the duty targets China and Taiwan?
Implementing Regulation (EU) 2023/453 of 3 March 2023 extends the Chinese duty (64.9%) to fittings consigned from Malaysia, after an anti-circumvention investigation found Chinese producers using assembly operations there to evade the measure — except for two Malaysian producers explicitly exempted.

Is there a separate measure on seamless tubes?
Yes: Implementing Regulation (EU) 2024/1475 of 30 May 2024 imposes a definitive anti-dumping duty of 48.3% to 71.9% on seamless stainless steel pipes and tubes originating in China, under several CN codes (including 7304 11 00, 7304 22 00, 7304 24 00), following an expiry review under Article 11(2) of the basic regulation.

Do these measures affect our partner mills' origins?
No: these duties target China, Taiwan and, for fittings, Malaysia. Our partner mills are in Thailand, India and Germany — origins not targeted by these measures, which makes for a direct sourcing argument on both product families.

We track these measures because they determine the real cost of a fitting or tube by origin — a 64.9% or 71.9% duty radically changes the calculation, even when the quoted material price is competitive.
Our partner mills (TG PRO in Thailand, GMT/Steamline in India, Schoellerwerk in Germany, Metal Alloys Corporation in India) are not affected by these duties — we flag it when an alternative origin is.
Frequently asked questions
- Do welded stainless tubes from China also carry an anti-dumping duty?
- No: the anti-dumping measure on stainless tubes (Regulation 2024/1475) covers seamless only. The EU does have an anti-dumping duty on welded tubes from China (Regulation (EU) 2021/635, 90.6%), but it covers non-alloy (carbon) steel, not stainless — a product outside SPS's scope.

- Does the anti-dumping duty stack with ordinary customs duty and CBAM?
- Yes, these measures cumulate: anti-dumping duty, conventional or safeguard customs duty, and CBAM carbon cost all add up depending on origin and product category.
- Are these duties permanent?
- No, they are set for 5 years from their (re)confirmation and reviewed at expiry: around April 2028 for fittings (Regulation 2023/809), around May 2029 for seamless tubes (Regulation 2024/1475), barring an earlier review procedure.
- How do I check if a specific product is covered?
- For butt-welding fittings (austenitic grades AISI 304, 304L, 316, 316L, 316Ti, 321 and 321H, greatest external diameter ≤ 406.4 mm, wall thickness ≤ 16 mm): CN codes ex 7307 23 10 and ex 7307 23 90, under TARIC codes 7307231050, 7307231055, 7307239050 and 7307239055 for China and Taiwan, and 7307231035, 7307231040, 7307239035 and 7307239040 for fittings consigned from Malaysia.
