EN 10204 material certificates: what they prove, who validates them

The European standard EN 10204 defines four types of inspection documents for metallic products, from 2.1 (declaration of compliance) to 3.2 (cross-validated by an independent inspector). It is this document — not a company-wide certification — that confirms your tube or fitting matches the standard, the required grade, the chemistry and the mechanical properties of the order.

What do types 2.1, 2.2, 3.1 and 3.2 mean?

2.1 is a manufacturer's declaration of compliance with no test results. 2.2 adds test results from its routine inspections. 3.1 is validated by the mill's quality department, independent of production. 3.2 adds validation by a customer representative or a designated inspector, independent of the mill.

Which certificate type does SPS provide by default?

The 3.1 certificate is provided as standard on our deliveries of stainless and special-alloy tubes, fittings, flanges and bars; the 3.2, which involves a designated third-party inspector, is available on request and adds lead time and cost at mill level.

Is a 3.1 certificate enough for a steel import declaration?

It carries the necessary information — melt traceability, material test results — but whether it is enough depends on your import file, not the document alone. For CBAM, the declaration covers embedded emissions and authorised-declarant status: the 3.1 is one piece of supporting evidence, not the declaration itself. For Melt & Pour, the regulation cites the material certificate (mill test certificate) as an example of acceptable evidence, without confirming that it is sufficient on its own — the implementing act due before 31 August 2026 should specify exactly which evidence is accepted. Ask your customs broker about your specific file: it is their declaration, not SPS's.

What SPS provides you

The EN 10204 3.1 material certificate is provided as standard on every delivery, the 3.2 on request. This document, issued and validated by the mill's quality department, carries melt traceability and test results — the same data CBAM and the Melt & Pour clause require.

We are not ISO 9001 certified: our partner mills are. It is their quality system that stands behind the material certificate.

Frequently asked questions

What is the difference between a 3.1 certificate and ISO 9001 certification?
A 3.1 certificate attests that one specific batch matches one specific order, with its test results. ISO 9001 certification attests a quality management system at mill level, not a delivered batch: the two are complementary, not interchangeable.
Can I request a 3.2 after the order is placed?
A 3.2 requires a designated third-party inspector before shipment: request it upstream of the order, not after delivery, so the mill can organise the inspection.
Does the material certificate replace the CBAM or Melt & Pour declaration?
No. It is supporting evidence your customs broker will use to build your declaration — the declaration itself remains your responsibility as importer.
Where can I find the EN 10204 standard text?
From CEN (European Committee for Standardization) or your national standards body: it is not an EU regulatory text published on EUR-Lex, but a technical standard.
